Can Admin add subdomains w/o signup process & activation

I am trying to see if anyone knows if the admin can signup subdomains without having to go through the whole multi-page sign-up process at: 'myred/register.php' -- including checking email to activate, etc....

It seems that the admin should be able to do this easily, and if it is obvious or documented here, sorry, I haven't found it yet...

Any advice will be appreciated.
