Special characters

I needed to transfer my hosting account to another server, upgrading the redirection script. After the upgrading, all Brazilian Portuguese characters (like ´, `, ~, ç, ^) are lost. For example, the word "dogs" in Portuguese is "cães", but it appears "c?es". What can I do to fix it? (I uploaded the old Mysql DB in UTF8 character set). Thanks.
